			<content:encoded><![CDATA[<p>China&#8217;s central bank said Thursday interest rates would rise for the sixth time this year as the government strives to curb rising inflation and stop the country&#8217;s booming economy from overheating. </p>
<p>The widely expected hike takes effect Friday in the wake of blistering 11.5 percent economic growth over the first nine months of the year and with inflation at a near 11-year high of 6.9 percent. </p>
<p>&#8220;This rate adjustment will be conducive to implementing tight monetary policy to prevent the tendency for fast economic growth to overheating,&#8221; a central bank statement said. </p>
<p>It also said the hike came against a backdrop of rising domestic prices and in order to guide public expectations about inflation. The cost of food and natural resources has been blamed for rising inflation in China. </p>
<p>The hike raises deposit rates 27 basis points and the lending rate 18 basis points. The one-year deposit rate becomes 4.14 percent and the one-year lending rate goes up to 7.47 percent. </p>
<p>Analysts say China also wants to curb loan growth and take the fizzle out of potential asset price bubbles, such as in the share and property markets, to try and ensure economic stability. </p>
<p>&#8220;What is clear is that sentiment in Beijing is changing &#8212; and it&#8217;s likely that the first quarter of 2008 will see more aggressive action to attempt to control inflation,&#8221; said Standard Chartered economist Stephen Green. </p>
<p>That would have some effect but food inflation would be a stubborn nut to crack for at least the next six months, he said. </p>
<p>Despite the latest rise in interest rates, experts point out inflation exceeds deposit rates &#8212; a problem known as negative real interest rates, which encourages people to invest in shares and property rather than bank accounts. </p>
<p>It also ramps up spending by corporations, driving investment in fixed assets, one of the key drivers of Asia&#8217;s second largest economy. </p>
<p>Wang Xiaohui, a Shanghai-based economist with Sinolink Securities, said there was little chance of inflation easing before the end of 2007. </p>
<p>&#8220;This means that the problem of negative real interest rates will become more serious,&#8221; the expert said. </p>
<p>China&#8217;s trade surplus was also at record highs and credit growth was likely to accelerate, creating pressure for more measures to cool the economy, he said. </p>
<p>Premier Wen Jiabao has previously forecast 11.5 percent full-year economic growth, which would be the fifth straight year of double-digit expansion. </p>
<p>Beijing has already announced a policy shift in 2008 toward &#8220;tight&#8221; monetary measures from its long-standing &#8220;prudent&#8221; stance. It has also made curbing inflation a priority. </p>
<p>Earlier this month the Organisation for Economic Cooperation and Development said China&#8217;s economy faced serious inflation risks which, if unchecked, could fuel yet more speculation in stocks and property. </p>
<p>China&#8217;s last interest rate hike was in September. It has also raised the amount banks must keep in reserve 10 times in a bid to control loan growth, with the bank reserve ratio set to hit 14.5 percent on Christmas Day. </p>

<p>&#8220;We noticed a real trade down from Champagne to sparkling wines,&#8221; said Chris Adams of New York&#8217;s Sherry-Lehmann Wine and Spirits.</p>
<p>Shipments of Champagne worldwide plunged almost 35 percent for the first nine months of the year, according to the Comite Interprofessionnel du Vin de Champagne, the champagne producers&#8217; professional body.</p>
<p>In Britain total shipments were down almost 32 percent, while in the United States they plummeted more than 41 percent,</p>
<p>Prices on non-vintage Champagnes have come down a bit in price in the United States, but are still from one-third to four times as much as their Italian, Spanish, French counterpart.</p>
<p>For consumers looking for something of equal quality, but less pricey, the answer may be in northern Italy and the Trentino region home to Ferrari Spumante, says to Wink Lorch, who writes the online winetravelguides.com.</p>
<p>Its Giulio Ferrari 1997 made from hand-harvested Chardonnay grapes and in the traditional Champagne method, it sells for about two-thirds the price of its tete de cuvee French cousins.</p>
<p>Italy&#8217;s answer to Champagne is Franciacorta. The hand-harvested grapes used are Chardonnay, Pinot Blanco and Pinot Nero and the wines are also made in the same method as Champagne.</p>
<p>Most of the producers are small, family-run operations and there is only about 5,000 acres under cultivation, as opposed to the 80,000 acres in Champagne.</p>
<p>Ed McCarthy, editor of the Wine Review Online and co-author of the book &#8220;Wines for Dummies,&#8221; recommends producers Bellavista and Ca&#8217; del Bosco. British wine writer Hugh Johnson suggests Cavalleri and others recommend Lantieri de Paratico and Villa Franciacorta.</p>
<p>Across Lake Garda is the home of Prosecco. Typically light-bodied, fruity and less crip than Champagne, the best ones have come traditionally from the Conegliano Valdobbiadene area. It is made using the Charmat method, in which the grapes undergo a second fermentation in tanks.</p>
<p>Top producers include Bisol &#038; Figli, Adriano Adami,and Mionetto, writes Karen MacNeil in &#8220;The Wine Bible&#8221;. Other wine writers add Maschio dei Cavalieri, Nino Franco and Zardetto to list.</p>
<p>Spain&#8217;s sparkler is Cava. Its main grapes are Macabeo, Parellada and Xarel-lo and the vast majority of the wine comes from the Catalonia region.</p>
<p>Pale gold in color with the aromas of toasted bread and citrus fruit, the producers also use the Champagne method. As in Prosecco, it pays to spend just a tad more to get a much better quality wine, said wine critic Doug Frost.</p>
<p>Joan Sanda, Agusti Torello, Montsarra, Segura Viudas and Raventos i Blanc are among the region&#8217;s top producers.</p>
<p>Champagne is not the only region in France that makes sparkling wines. Cremant d&#8217;Alsace, Cremant de Limoux, or Cremant de Jura also provide good alternatives.</p>
<p>Some of Champagnes&#8217; major houses also own vineyards in California, Chile, Argentina and Brazil and produce sparkling wines that are quite good and, because of the exchange rate and transportation costs, less expensive.</p>
<p>And as Robin Goldstein and Alexis Herschkowitsch reveal in the 2010 edition of their book &#8220;The Wine Trials&#8221; most Americans again preferred Domaine Ste. Michelle Brut from Washington State, over both Dom Perignon or Veuve Clicquot in blind tastings.</p>
<p>There are many other sparklers - Sekt from Germany, Spumante from Italy and Shiraz from Australia. The important thing to remember about drinking sparkling wine is that it&#8217;s not so much what&#8217;s in the glass as who is holding it. Cheers.</p>

			<content:encoded><![CDATA[<p>Odd as it sounds, Peter Jackson needed to come down to Earth a bit more in &#8220;The Lovely Bones,&#8221; his adaptation of Alice Sebold&#8217;s best-seller about a murdered girl looking back on her life from beyond.</p>
<p>The visionary filmmaker behind &#8220;The Lord of the Rings&#8221; trilogy still is in fantasyland, still in the grip of Middle-earth, and the film suffers for it as Jackson crafts lovely but ineffectual dreamscapes of the afterlife that eviscerate much of the human side of the story.</p>
<p>It&#8217;s certainly a smaller, more intimate tale than his &#8220;Lord of the Rings&#8221; trilogy and his &#8220;King Kong&#8221; remake. Yet the hope among fans of Jackson&#8217;s early work was that &#8220;The Lovely Bones&#8221; would hark back to his 1994 drama &#8220;Heavenly Creatures,&#8221; which put Kate Winslet on the road to stardom.</p>
<p>With modest production, &#8220;Heavenly Creatures&#8221; presented striking fantasy visuals that complemented Jackson&#8217;s dark story of two teenage women whose compulsive relationship results in murder.</p>
<p>Now working on a grander Hollywood scale, Jackson loses the spark of Sebold&#8217;s story — a young girl&#8217;s lament over a life never lived, a family&#8217;s bottomless grief over a child and sister lost — amid his expensive pretty pictures.</p>
<p>Like the book, the film merges first-person and omniscient narration as Susie Salmon (Saoirse Ronan, an Academy Award nominee for 2007&#8217;s &#8220;Atonement&#8221;) chronicles her journey from sensitive 14-year-old schoolgirl to shattered soul stuck in a nether zone between earth and heaven.</p>
<p>Sweet and somewhat shy, Susie is just developing a passion for photography and on the verge of her first kiss when a creepy neighbor (Stanley Tucci) with a serial-killer past lures her into his secret lair and murders her.</p>
<p>For her family — including parents (Mark Wahlberg and Rachel Weisz), grandmother (Susan Sarandon) and younger sister (Rose McIver) — Susie has simply vanished, her body hidden away by her killer.</p>
<p>Years pass, and Susie watches the family crumble, her mom running off to work on a farm, her dad obsessed with finding his daughter&#8217;s murderer, to the exasperation of the cop (Michael Imperioli) handling the case.</p>
<p>Through death, Susie gains a razor-sharp focus on what&#8217;s truly important, all those glorious little snapshot moments that, for the living, can become lost and forgotten in the cacophony of everyday life.</p>
<p>Jackson&#8217;s focus is fuzzier, the film flitting disjointedly from the Salmons&#8217; lingering sorrow to Susie&#8217;s limbo, a realm that alternates between her anger and melancholy over what she&#8217;s left behind and her wonder over what&#8217;s yet to come in her larger existence.</p>
<p>Earth and limbo don&#8217;t really seem as though they&#8217;re part of the same movie. The vibrant, sometimes ominous fantasyland where Susie dwells disconnects her from the life on which she reflects, puts her at a distance from the people she loves and misses.</p>
<p>We&#8217;re supposed to think she can&#8217;t let go, when much of the time, it feels as though she&#8217;s already gone.</p>
<p>The images often are striking — ships inside giant bottles shattering on the rocks of a forlorn shore, candy-colored landscapes where Susie romps as she begins to sense the freedom of passing into the cosmos.</p>
<p>But the spectacle Jackson creates is showmanship, not storytelling, distracting from the mortal drama of regret and heartache he&#8217;s trying to tell.</p>
<p>The actors all are earnest and engaging. As Ronan did with her breakout role in &#8220;Atonement,&#8221; though, McIver kind of steals the show here, playing Susie&#8217;s sister from age 11 to her late teens with a spirit and energy that outclasses Ronan&#8217;s sometimes subdued performance.</p>
<p>It&#8217;s nice to see Imperioli (a mobster on &#8220;The Sopranos&#8221;) play sympathetic rather than savage as the devoted detective. You do have to ask how good a cop his character is when a weirdo neighbor who lives alone, has no kids yet makes intricate dollhouses as a hobby doesn&#8217;t jump right to the top of the suspects lists.</p>
<p>&#8220;The Lovely Bones,&#8221; a DreamWorks Pictures release distributed by Paramount, is rated PG-13 for mature thematic material involving disturbing violent content and images, and some language. Running time: 135 minutes. Two and a half stars out of four. </p>

<p>The Shanghai Composite Index, which tracks yuan-denominated A shares and hard-currency B shares, edged down 0.13 percent, or 6.81 points, to 5,386.53 at 3pm today.</p>
<p>Losers in the Shanghai market outnumbered winners 649 to 135 and 64 were unchanged.</p>
<p>The Shenzhen Composite Index, which covers the smaller mainland stock market, was down 1.47 percent, or 22.44 points, to 1,505.56.</p>
<p>Property developers suffered a broad selloff after the government said today it will penalize developers that hoard land to push up prices.</p>
<p>Shimao Property Co, a Shanghai developer, shed 5.55 percent, or 1.33 yuan (18 US cents), to close at 22.62 yuan and North Star Co, a developer in Beijing, lost 3.82 percent, or 0.62 yuan, to 15.62 yuan.</p>
<p>Developers that acquire government land and leave it undeveloped for one year will be charged a 20 percent tax on the purchase price, the State Council said on its Website. It said land that goes undeveloped for two years can be confiscated without compensation.</p>
<p>To cool rising housing prices, regulators have raised minimum down payments to discourage speculative buying, imposed curbs on foreign investment and told banks to examine borrowers closely.</p>
<p>Despite that, already record-high housing prices in China&#8217;s 70 biggest cities rose an additional 7.3 percent in the first 11 months of 2007, according to state media. Price rises of up to 19 percent for luxury homes have been reported over the same period.</p>
<p>Airlines also declined today as investors waited for China Eastern Airlines Corp shareholders to vote on the firm&#8217;s stake to Singapore Airlines Ltd.</p>
<p>Air China, the world&#8217;s biggest airline by market value, lost 2.18 percent, or 0.63 yuan, to close at 28.26 yuan.</p>
<p>Banks were among the gainers today, led by China Merchants Bank Co after it said its net income for 2007 more than doubled from a year earlier.</p>
<p>Net profit rose 110 percent, the lender said in a statement yesterday, citing unaudited numbers. Profit in 2006 was 7.1 billion yuan, or 0.48 yuan a share. The stock jumped 3.17 percent, or 1.24 yuan, to 40.31 yuan. </p>
<p>Industrial &#038; Commercial Bank of China Ltd, the nation&#8217;s biggest listed lender, rose 1.51 percent, or 0.12 yuan, to 8.09 yuan.</p>
<p>In the oil sector, China Petroleum &#038; Chemical Corp, also known as Sinopec, surged 2.63 percent, or 0.62 yuan, to finish at 24.22 yuan.</p>
<p>Sinopec&#8217;s Shengli field produced 27.7 million metric tons of crude oil in 2007 (554,000 barrels a day), the highest in nine years, Xinhua news agency reported, citing information from the company.</p>
<p>Shengli is China&#8217;s second-largest oilfield behind PetroChina Co&#8217;s Daqing.</p>
<p>Meanwhile, securities shares also increased as Citic Securities Co, Asia&#8217;s largest brokerage by market value, gained 2.60 percent, or 2.35 yuan, to 92.88 yuan.</p>
<p>The company said its net income &#8220;is expected to rise more than 400 percent,&#8221; citing an unaudited preliminary assessment without giving detailed financial figures.</p>
<p>Citic Securities shares, trading at 28.7 times estimated earnings, soared 233 percent in 2007. The company, which earned 2.4 billion yuan in 2006, is scheduled to release audited results on March 20. </p>

<p>The star has just shot a glamorous film clip for a remix version of her single &#8220;4 U I Will,&#8221; as part of a new campaign for the latest Ford Focus. </p>
<p>She appeared right at home on the Essex set, where she showed off a series of dramatic sparkling gowns. </p>
<p>It is, after all, familiar territory for the 29-year-old, who had her first taste of musical fame as part of the garage/R&#038;B girl band Mis-Teeq. </p>
<p>They released two successful albums - Lickin&#8217; On Both Sides in 2001 and Eye Candy in 2003 - and had several hit singles, including Scandalous and Can&#8217;t Get It Back. </p>
<p>The band broke up in March 2005 and Dixon married Harvey three months later but filed for divorce this year after he admitted an affair with Javine Hylton - his co-star in the West End musical Daddy Cool. </p>

			<content:encoded><![CDATA[<p>China&#8217;s inflation rate has continued to accelerate, with the consumer price index (CPI) up 8.7 percent year-on-year in February, the biggest jump in nearly 12 years, the National Bureau of Statistics (NBS) said on Tuesday. </p>
<p>The main inflation indicator last month was second only to the figure recorded in May 1996, when it stood at 8.9 percent. It rose by an annual rate of 14.11 percent from 1992 to 1996. </p>
<p>The figure, compared with 7.1 percent in January, was well above market expectations. For example, the Bank of China, the country&#8217;s second-largest lender, had predicted a rise of 8.3 percent. </p>
<p>The price rises added to the difficulty China had in reining in the full-year inflation rate, the NBS said in a statement. It called for a &#8220;cool-headed&#8221; response and more effective measures to keep the overall price level from rising too fast. </p>
<p>NBS chief economist Yao Jingyuan ascribed the jump mainly to soaring food prices, Lunar New Year shopping and the severe winter weather that affected many parts of China in January and February. </p>
<p>Food prices surged 23.3 percent in February, with pork prices up 63.4 percent and vegetable prices up 46 percent, contributing more than 80 percent of the CPI increase. </p>
<p>Non-food prices edged up only 1.6 percent from a year earlier. </p>
<p>Also, the base of comparison last month was low because of the relatively small CPI rise of 2.7 percent in February last year, Yao said. </p>
<p>&#8220;The index is likely to fall in March,&#8221; said Fan Jianping, a researcher with the State Information Center. &#8220;But the impact on inflationary trends will persist as output and supplies decline.&#8221; </p>
<p>The unusually harsh winter had dealt a serious blow to vegetable and rapeseed crops and frozen many pigs and chickens to death, he added. </p>
<p>About 7 million hectares of farmland had been affected by the end of January, according to the Agricultural Ministry. Some 874,000 pigs, 85,000 cattle, 459,000 sheep and 14.4 million poultry had died. </p>
<p>However, Song Guoqing, a professor at the China Economic Research Center at the Peking University, said that the excessive growth of money supply, not the weather, was the main factor fueling the CPI increase. </p>
<p>&#8220;Central bank measures, including repeated hikes in interest rates and the bank reserve ratio requirement, have not been strong enough to check the fast-growing money supply,&#8221; he said. The trade surplus and foreign reserves had been expanding rapidly, he said, generating inflation pressures. </p>
<p>But China&#8217;s monthly trade surplus shrank to 8.56 billion U.S. dollars in February, one third of the level in the same month last year, largely due to weakening U.S. demand dampened by the sub-prime mortgage crisis. </p>
<p>As part of its fight against inflation, China raised the bank reserve ratio requirement 11 times and interest rates six times since last year. </p>
<p>The Bank of China forecast that China was likely to raise the interest rates once or twice in the first half of the year. </p>
<p>Song added that the figures for the first two months of the year would make it difficult for the government to keep the full-year inflation rate under its target of 4.8 percent. </p>
<p>The CPI rose 4.8 percent last year, the highest rate since 1997and well above the target of 3 percent, while the economy grew 11.4 percent. </p>
<p>Premier Wen Jiabao announced last week that the government would strive to keep the 2008 inflation rate at about 4.8 percent. He noted that inflation was a top concern for China&#8217;s 1.3 billion people. </p>
<p>Although pork prices would remain high for some time, production was gradually recovering and market supply of farm products would be ensured, according to the Agricultural Ministry.</p>

			<content:encoded><![CDATA[<p>While latest economic figures are pointing to a slowdown, growing &#8220;external uncertainties&#8221; have prompted the country&#8217;s policymakers to take a more cautious approach in their battle against inflation, officials and analysts said Wednesday. </p>
<p>&#8220;Now, we not only have to prevent a sharp downturn of the economy, but also a rebound in investment,&#8221; said Li Xiaochao, spokesperson for the National Bureau of Statistics. </p>
<p>Over the past half a year, policymakers have named inflation and overheating as their top concern, using tightening measures to cool the economy and curb inflation. But with the outbreak of the subprime crisis in the United States, an increasing number of analysts are sounding warning bells for a sudden economic downturn, largely due to weak export demand in the US. </p>
<p>&#8220;In the short term, they will probably want to continue the tightening measures,&#8221; said Yiping Huang with Citigroup in Hong Kong. </p>
<p>&#8220;But I suspect that within several months, the growth risks might overtake the inflation risks.&#8221; </p>
<p>The authorities are seeking to balance economic growth with controlling inflation amid latest economic developments, the State Council said Wednesday. </p>
<p>&#8220;We need to closely watch the latest development of the economic situation, and strike a balance between promoting economic growth and curbing inflation,&#8221; said the statement from a State Council conference, which was chaired by Premier Wen Jiabao. </p>
<p>The world&#8217;s fourth-largest economy grew by 10.6 percent in the first three months from a year earlier, down from 11.2 percent of the fourth quarter last year. Most analysts say weakening export demand triggered by the subprime crisis was a key cooling factor. </p>
<p>China&#8217;s exports grew 21.4 percent in the first quarter, down 6.4 percentage points from the same period last year. The export slowdown came as the US, which accounts for 23 percent of China&#8217;s exports, is on the verge of a recession and may slash its order for Chinese products. </p>
<p>&#8220;We are far from seeing the full impact of the subprime crisis,&#8221; said Li. &#8220;External demand is likely to shrink further.&#8221; </p>
<p>If the US economy falls into a deep recession and China&#8217;s exports growth to the nation ends up in negative territory, the nation&#8217;s will have to &#8220;sacrifice&#8221; one percentage point in economic growth, said Fan Gang, an advisor to the central bank&#8217;s monetary policy committee, in a forum held earlier this month. </p>
<p>&#8220;The situation we face is quite complex now, with all the external uncertainties,&#8221; said Fan. </p>
<p>But analysts said soaring consumer prices is still the primary concern for policymakers for the time being, as rising costs of materials and labor are expected to push inflation even higher in the coming months. </p>
<p>The country&#8217;s inflation hit an 11-year high of 8.7 percent in February and dipped slightly to 8.3 percent last month. This presents a difficult task for the government to achieve a full-year inflation target of 4.8 percent, analysts said. </p>
<p>&#8220;Inflation remains the top issue facing the government, as it has a direct impact on people&#8217;s purchasing power,&#8221; said Sun Mingchun, an economist with Lehman Brothers. </p>

			<content:encoded><![CDATA[<p>Recently, Anglo American Group, one of the world&#8217;s largest miners, published a short message to declare a donation of 10 million yuan (about 1.43 million U.S. dollars) for earthquake relief on the official website of its Beijing Office. </p>
<p>No press conference. No news release. Even without notice to any Chinese media, the international company has kept a very low profile, as always, on the matter of the earthquake donation. </p>
<p>&#8220;Our CEO has told us not to tell the media,&#8221; said Tina Meng, the company&#8217;s liaison official. &#8220;We just want to do something for the affected people, particularly the poor school children in the quake-hit Aba Tibetan and Qiang Autonomous Prefecture.&#8221; </p>
<p>Similar to the Anglo American Group, the world&#8217;s chemical industry leader BASF has also failed to inform the public of its donations of over 5 million yuan, made two days after the May 12 earthquake. What&#8217;s more, the company has encouraged its staff to support the relief efforts in various forms, according to Tanya Tian, a public relations official for BASF China. </p>
<p>As a result, these two silent donors had been dismissed from the unofficial &#8220;International Misers Ranking&#8221; of overseas companies donating funds or materials to help the country&#8217;s earthquake relief efforts. </p>
<p>Fortunately, Chinese netizens, mostly young, did not take notice of these two giants of the chemical and mineral industries. Instead, they condemned and called for boycotting some so-called &#8220;International Misers&#8221;. </p>
<p>This time, the Chinese government has stood out to defend the international companies. Earlier, Minister of Commerce Chen Deming denounced the on-line unofficial &#8220;International Misers Ranking,&#8221; saying many of these international firms had made huge donations. Later, the ministry published its official ranking of international firms in earthquake donation on its website. </p>
<p>As of June 4, donations from overseas-funded companies had topped 3.6 billion yuan. To date, the amount of donations from domestic and overseas donors had totaled 43.8 billion yuan, according to the official. </p>
<p>&#8220;Foreign companies should &#8216;Do as the Chinese do&#8217; in their public relations strategy,&#8221; commented a local expert who declined to be named. &#8220;In China, one must do and speak at the same time. Otherwise, one may fail to show himself up in a correct way.&#8221; </p>
<p>Since May 12, many Chinese companies have declared their donations at large public gatherings or to the media. Wang Lao Ji, a domestic soft drink, became one of the most popular Chinese brands almost overnight, after the company announced a 100 million yuan donation. Some people even claimed on line that they will buy up every can of Wang Lao Ji sweet tea whenever they come up with it in a store. </p>
<p>These days, almost every Chinese mobile user, including Minister Chen, has received short messages encouraging people to boycott the &#8220;International Misers&#8221;. </p>
<p>Meanwhile, the Chinese government has been cool-headed and distanced itself from those who had forced others to donate. &#8220;We must respect the rights of all individuals and companies,&#8221; said the minister. Chen blamed some people calling for a boycotting of the &#8220;International Misers,&#8221; say it was irrational to do so. </p>

			<content:encoded><![CDATA[<p>The Six-Party Talks resumed in Beijing Thursday with hopes of finding a way of verifying the nuclear documents of the Democratic People&#8217;s Republic of Korea (DPRK).</p>
<p>China&#8217;s chief negotiator Wu Dawei said the DPRK&#8217;s recent positive steps show the talks are yielding results.</p>
<p>&#8220;All of us are meeting for the same strategic goal to see the Korean Peninsula nuclear-free and normalization of relations between countries.</p>
<p>&#8220;All these difficulties and successes have led us to believe that if we work together with sincerity, stick to the guidelines . and honor our commitments, the strategic goal will definitely be realized,&#8221; said Wu, who is also vice-foreign minister.</p>
<p>The three-day talks are being held after the DPRK handed over its nuclear declaration and blew up a cooling tower at its Yongbyon nuclear facility last month.</p>
<p>In response, the US has said it would remove the DPRK from its list of states sponsoring terrorism and ease economic sanctions. That paved the way for the resumption of the talks, which also involve Japan, Russia and the Republic of Korea (ROK).</p>
<p>Pyongyang has been urging the US to fulfill its promise of economic help and political compensation. &#8220;The DPRK is ready to cooperate in verifying the nuclear declaration, but the basic principle of &#8216;action for action&#8217; should be observed,&#8221; the DPRK foreign ministry said in a statement.</p>
<p>The US has insisted that verification of the DPRK&#8217;s declaration is vital to the new round of talks, which may also discuss complete abandonment of the program.</p>
<p>Earlier, US Assistant Secretary of State and chief negotiator Christopher Hill, however, said that even after an agreement on the verification process is reached, the verification itself &#8220;will take several weeks or even months, actually&#8221;.</p>
<p>Hill met with DPRK chief negotiator Kim Kye-gwan soon after he reached Beijing on Tuesday afternoon, and said verification of denuclearization, including documents, site visits and interviews, would be a focal point at the talks.</p>
<p>Some basic agreements on the process include interviews with DPRK officials and site visits, Hill said. &#8220;There are a lot of details that need to be fleshed out.&#8221;</p>
<p>After meeting with Hill and Wu on Wednesday, the ROK chief negotiator Kim Sook said he felt neither &#8220;optimistic&#8221; nor &#8220;pessimistic&#8221; about the latest round of talks and all sides needed to consider the issues with a cool head.</p>
<p>He said he would urge Japan to become part of the economic and energy aid program too.</p>
<p>Japan&#8217;s Chief Cabinet Secretary Nobutaka Machimura, however, reiterated Tokyo&#8217;s stance of no energy aid till progress was made on the abduction of Japanese nationals. </p>
